How we’ll spend your money

We work on several aspects of transparency:

  • Creating new tools: We work with developers and designers to build websites that encourage citizens and governments to communicate openly.
  • Encouraging government openness: We show elected officials the benefits of open, two-way discourse, highlighting places where information is lacking and celebrating the efforts of those who want to be more transparent.
  • Public awareness: We emphasize the civic importance of transparency and open government.
  • Working with other organizations: We share and collaborate with organizations like the Sunlight Foundation, MySociety and Changecamp.

We’re also organizing Code For Canada, an application design competition that awards prizes to people who build web, facebook, and iPhone apps that provide visualization, analysis, and access to federal government data sets.

So, go support a worthy cause.

President-elect Obama & his team have a pretty firm grasp on technology it seems, with particularly exciting interest in opening government to transparency on the web. This is pretty exciting stuff. See how he has articulated the problems facing the US and technology leadership:

The Problem

We need to connect citizens with each other to engage them more fully and directly in solving the problems that face us. We must use all available technologies and methods to open up the federal government, creating a new level of transparency to change the way business is conducted in Washington and giving Americans the chance to participate in government deliberations and decision-making in ways that were not possible only a few years ago.

America risks being left behind in the global economy: Revolutionary advances in information technology, biotechnology, nanotechnology and other fields are reshaping the global economy. Without renewed efforts, the United States risks losing leadership in science, technology and innovation. As a share of the Gross Domestic Product, American federal investment in the physical sciences and engineering research has dropped by half since 1970.

Too many Americans are not prepared to participate in a 21st century economy: A recent international study found that U.S. students perform lower on scientific assessments than students in 16 other economically developed nations, and lower than 20 economically developed nations in math performance. Only one-third of middle class physical science teachers are qualified to teach in that subject, and only one-half of middle school math sciences have educational background in that subject area. Among the the solutions proposed, here are a few of the headings:

  • Protect the Openness of the Internet
  • Encourage Diversity in Media Ownership
  • Safeguard our Right to Privacy
  • Open Up Government to its Citizens
  • Bring Government into the 21st Century

It goes on. I have not read in detail, but just about everything I have read I applaud. What actually happens is a different matter, but at least there is a vision outlined, and specific policies, almost all of which I cheer loudly.

Compared with the sad state of tech leadership in Canada. I could not even find a true technology platform from the Harper’s Conservatives (I’ve emailed his office to ask, but could someone point me to one?). Here’s the best thing I found, a grocery list of tech investments.

Conservatives invest in cutting-edge computer research

Prime Minister Stephen Harper reiterated his promise that a re-elected Conservative Government will invest in scientific research and development to help create jobs and to help Canada reach its potential to be a world leader in science and technology.

“Our government has invested over $9 billion in scientific research and development to create the next generation of well-paying, high-tech jobs,” the Prime Minister said.

Today, the Prime Minister announced that a re-elected Conservative Government will provide a $50-million grant to the Institute of Quantum Computing, located at the University of Waterloo. The Institute is a world leader in research and teaching in the field of quantum information, a discipline that could lead to new technologies and new jobs.

Since 2006, the Conservative Government has invested in a variety of leading-edge science and technology projects last year, including:

* $510 million to the Canadian Foundation for Innovation to support the modernization of Canada’s research infrastructure.
* $350 million to support leading Centres of Excellence in Commercialization and Research.
* An additional $100 million to Genome Canada for research and technology.
* Funding for research on key priorities, such as health sciences, energy, information and communications. [more…]

The Problem: Canada does not have a technology strategy.

ibelieveinopenVisiblegovernment.ca has launched a new site, ibelieveinopen, asking candidates (and citizens) to take a pledge for openness:

I believe candidates should:

  • Support reforms that increase government transparency and accountability.
  • Make campaign promises specific and measurable, and report progress on promises and their metrics at least semi-annually.
  • Publish the content of his or her daily schedule, including meetings with lobbyists and special interest groups.
  • Support reforms allowing free access to scientific and survey data gathered by government institutions.
  • Support reforms that make it easier for Canadians to obtain government information they have a right to know.

As of today, there are 51 candidate pledges (29 Greens, 21 NDP, and 1 Libera)l.

You might consider sending your candidates an email asking them if they intend to take the pledge. This is what I sent to my candidates:

Remember hearing about SETI@home? Check out, and download, Gridrepublic.org:

GridRepublic members run a screensaver that allows their computers to work on public-interest research projects when the machines are not otherwise in use. This screensaver does not affect performance of the host computer any more than an ordinary screensaver does.

By aggregating idle resources from users around the world, we create a massive supercomputer.

Gridrepublic is built on the system that started as SETI@home, which was turned into a general distributed computing platform BOINC. Gridrepublic is a central place for all projects using this distributed platform, where you can dowload & install the system and even better, choose which projects your computer’s idle time will be supporting, including:

Einstein@home: you can contribute your computer’s idle time to a search for spinning neutron stars (also called pulsars) using data from the LIGO and GEO gravitational wave detectors.

BBC Climate Change: The same model that the Met Office uses to make daily weather forecasts has been adapted to run on home PCs. The model incorporates many variable parameters, allowing thousands of sets of conditions. Your computer will run one individual set of conditions– in effect your individual version of how the world’s climate works– and then report back to the research team what it calculates. This experiment was described on the BBC television documentary Meltdown (BBC-4, February 20th, 2006). Note: workunits require several months of screensaver time; faster computers recommended.

Rosetta@home: needs your help to determine the 3-dimensional shape of proteins as part of research that may ultimately contribute to cures for major human diseases such as AIDS / HIV, Malaria, Cancer, and Alzheimer’s.
Proteins@Home: investigating the “Inverse Protein Folding Problem”: Whereas “Protein Folding” seeks to determine a protein’s shape from its amino acid sequence, “Inverse Protein Folding” begins with a protein of known shape and seeks to “work backwards” to determine the amino acid sequence from which it is generated.

Quantum Monte Carlo: Reactions between molecules are important for virtually all parts of our lives. The structure and reactivity of molecules can be predicted by Quantum Chemistry, but the solution of the vastly complex equations of Quantum Theory often require huge amounts of computing power. This project seeks to raise the necessary computing time in order to further develop the very promising Quantum Monte Carlo (QMC) method for general use in Quantum Chemistry.

The OSBR is for Canadian business owners, company executives and employees, directors of open source foundations, leaders of open source projects, open source groups, individuals and organizations that contribute to open source projects, academics and students interested in open source, technology transfer professionals, and government employees who promote wealth creation through innovation.

Each issue contains thoughtful insights on open source issues written for and by people who work with open source.

I subscribe to Open Access News, by Peter Suber, which is a blog about:

Putting peer-reviewed scientific and scholarly literature on the internet. Making it available free of charge and free of most copyright and licensing restrictions. Removing the barriers to serious research.

And a topic near and dear to datalibre.ca… The flow of announcements coming out of Open Access News is truly amazing. Universities and government agencies and quasi-governmental academic bodies, particularly in the US and Europe seem to be making statements on a daily basis – at least OA News is writing about them on a daily basis.

The front page currently has items about Harvard’s OA plans, University of Oregon Faculty Senate adopting a resolution in support of OA, the Budapest Open Access Initiative, OA in Italy … etc.

A slim number of the posts touch on Canada, and especially few on big announcements from Canadian universities and professional/scientific associations.

So, what is the state of OA in Canada? Where are all the initiatives? Where are all the Universities? Are they active, or are we happy, as a country, to lag behind the rest of the world?

Jim Till, of U of T, is writing a blog called: Be Openly Accessible Or Be Obscure, named after this article, which answers some of these questions.

Project Open Source | Open Access, also at U of T, is another place that ought to have some answers, since:

… phase II of the project will focus on research. We have identified Open Scholarship as the theme for 2007-2008, but we will also continue to build on faculty research strengths and interests in the design, development and use of open source environments for collaboration and learning; in institutional innovation; in OS business models; in open access journal publishing; and in the evaluation of journal impact factors.

Last update to their RSS feed was Oct 2007 … let’s hope there’s more good news to come.

So, how are we doing on OA in Canada?

From Wired:

Sources at Google have disclosed that the humble domain, http://research.google.com, will soon provide a home for terabytes of open-source scientific datasets. The storage will be free to scientists and access to the data will be free for all. The project, known as Palimpsest and first previewed to the scientific community at the Science Foo camp at the Googleplex last August, missed its original launch date this week, but will debut soon.

Building on the company’s acquisition of the data visualization technology, Trendalyzer, from the oft-lauded, TED presenting Gapminder team, Google will also be offering algorithms for the examination and probing of the information. The new site will have YouTube-style annotating and commenting features.

Open Access: the New World of Research Communication

The University of Ottawa Library, in association with the Canadian Association of Research Libraries (CARL), hosted a public seminar entitled Open Access: the New World of Research Communication on Wednesday October 10, 2007

Science is a collaborative endeavour and these 3 roadblocks are impeding scientific discovery according to John Wilbanks, executive director of the Science Commons initiative, founder of the Semantic Web for Life Sciences project and the Neurocommons.
