Science 2.0 — Is Open Access Science the Future?
Is posting raw results online, for all to see, a great tool or a great risk?

The first generation of World Wide Web capabilities rapidly transformed retailing and information search. More recent attributes such as blogging, tagging and social networking, dubbed Web 2.0, have just as quickly expanded people’s ability not just to consume online information but to publish it, edit it and collaborate about it—forcing such old-line institutions as journalism, marketing and even politicking to adopt whole new ways of thinking and operating.

Science could be next. A small but growing number of researchers (and not just the younger ones) have begun to carry out their work via the wide-open tools of Web 2.0. And although their efforts are still too scattered to be called a movement—yet—their experiences to date suggest that this kind of Web-based “Science 2.0” is not only more collegial than traditional science but considerably more productive…

I submitted a brief to the Study on Canadian Science and Technology of the House of Commons Standing Committee on Industry, Science and Technology.

I include items on data access, preservation, dissemination, the lack of a data and information infrastructure or vision, the lack of a Science Foundation for Canada and a small mention of community wireless networks.  I also briefly discuss the importance of public participation on these issues.

Ted at the Social Planning Council of Ontario and GANIS circulated a report from the Ontario’s urban and suburban schools 2008: a discussion paper on the schools we need in the 21st century produced by People for Education this morning.

I have not read the paper nor thought about what they are saying carefully, but I did navigate their site, perused some of their research papers and reports in search for data sources.

They are a parent led organization, their reports can be downloaded for free, their researcher is paid for by Canadian Council on Learning and the Atkinson Foundation and their research is done in collaboration with universities on special research projects. They also collect school data in by way of a survey starting in 1997. They are a charitable organization with the following mission:

Public education is the foundation of a civil society. People for Education is dedicated to the ideal of a fully publicly-funded education system that guarantees every child access to the education that meets his or her needs.

We work toward this ideal by:

 

  • doing research;

  • providing clear, accessible information to the public;

  • engaging people to become actively involved in education issues in their own community.

 

It is precisely this kind of stakeholder led civil society group that acts a kind of third party observer on a massive government expenditure, in this case Ontario public education, that requires access to free public data. Whether or not we philosophically agree on the merits of school evaluation, benchmarking, universal delivery of the same curriculum or the direction their research is not the point, the fact that there is a parent / stakeholder led organization looking at the issue of education at a large scale and also looking at some interesting education models at the small scale is useful in a democracy and ensures some sort of accountability.

They also sell research and data services which is a way to rationalize the workplan of their researcher:

We have a rich data base of information. We are able to provide research data or results for a fee. Elementary school data has been collected since 1997, and secondary school data has been collected since 2000.

Our research is sited and used by Statistics Canada, the Auditor General, the Globe, the Toronto Star and others.

I am doing some work looking at broadband maps and atlases. I started off with a trip to the Carleton Map library, I followed some very knowledgeable map librarians around and picked up a huge roll of paper maps to begin exploring this new subject. I discovered an excellent little folding paper map on Digital Inclusion. As I was looking at its sources I discovered that this map was part of a broader and very exciting online Atlas project that includes numerous map themes on social justice, environment, health, etc.

I like these maps because they are aesthetically pleasing, are accompanied by a table of content explaining the themes and indicators represented, and with data sources (aka metadata) that are made obvious and easy to understand. Each map w/its associated information is an overview of an issue. There are membership requirements to access additional data related to the maps. http://maps.maplecroft.com/

Finally, this company has an interesting business model. The publication of the paper map was sponsored by Alcatel and is a superb information marketing tool at conferences, the UN, WDB, ADB, OECD etc. It is also excellent swag. Maplecroft is also

a successful specialist research and advisory company focused on the non-financial performance of large multinationals. It has a strong corporate client base and research partnerships with leading international organisations, such as those within the auspices of the United Nations, the World Economic Forum and prominent independent non-governmental organisations.

Maplecroft has developed particular expertise in strategy, management systems, indicators, cross sector partnership building, stakeholder engagement, audit, and risk management. It has a specific interest in cross sector engagement.

Primarily a commercial organisation, Maplecroft has formed and facilitated several strong multi-lateral partnerships with business, lobby groups and aid organisations for mutual benefit. It fundamentally operates as a social enterprise, whereby non-profit partner organisations gain from commercial engagements it may form. Maplecroft undertakes a great deal of pro-bono work, and seeks opportunities to contribute to the initiatives with which it becomes involved.

The cost of producing the high quality maps and associated information seen here is in the hundreds of thousands of dollars, the technology is the easy part, it is the cost of the minds and data associated with knowledge production and the maintenance of a reliable and trustworthy product that is really high. Few organizations beyond government can take on this sort of project on. It is most certainly an interesting and ethically driven business model.

There is a very good discussion on how to deconstruct and compare the methodologies and results of the two first documents on the GSDI Legal and Economic Working Group Discussion List. This list has some of the top thinkers in the field of data access from an academic, legal, scientific and public institution standpoint. The list includes an archive that is well worth searching if ever looking for resources on this topic and to hear folks debate the details of these and many other data related issues.

Coalition Casualty Count is a site managed by independent US citizens who analytically count the coalition casualties

for Operation Iraqi Freedom and Operation Enduring Freedom [Afghanistan]. We attempt to be up to date, precise, accurate and reliable.

There are many other sites on the web that list information of Fatalities from Iraq , but few if any of them do this in an analytical fashion. We endeavor to provide not just a list of names but a resource detailing when, where and how fatalities occurred.

You can read their methodology here.  I am always happy when I get to see the data and read how they were assembled, this provides me with the means to critically assess what is being presented to me.  I love the myriad visualization tools that are emerging on the net however, I wish they were accompanied by metadata which helps me better understand and decide whether or not I trust what is being said to me.

There are alot of data points and even some maps on this site and these folks are commended for doing this work and telling this important story.  There is also a list of the Canadian men and women causalities in Afghanistan.

ParlVu is apparently bringing Parliament to your desktop! Well then! It seems like you can access live feeds of meetings in progress while access to

archived audio files are only accessible to those within the parliamentary Intranet (members, senators, press gallery, and staff within the parliamentary precinct).   I am told eventually they will be made accessible to the public, but no idea when.   If you`re willing to contact someone with access to ParlVu archives you could hear it.   Otherwise, ParlVu is a tool for a live feed. I discovered a very nice 4 pager primer on access to satellite and radar data prepared by Athena Global. The paper explains that EO data (satellite and radar) policy is the set of public decisions and guidelines about:

• what data will be produced or purchased;
• how it will be managed and by whom;
• who will have access to it (availability, confidentiality);
• how the costs of data will be paid;
• the price charged to users;
• who makes these decisions and through what processes.

The paper also discusses how Canadian EO data is determined by the type of sensor, whether it is framework data or specialized data, by who is asking for or wanting to purchase those data and that data policy has an impact

on data usage, and consequently on the integration of EO information into applications, products and services. In this way data policy shapes the potential promise of space programs in EO.

This is the direct link to the innovation rhetoric we are constantly bombarded with and to the argument that the private sector will flourish in interesting ways if data are made available to it and most importantly the direction of an entire industry. The paper also includes the following which is an excellent way to think about data pricing and its effects:

  • A direct association exists between pricing and its effects on public access and commercialisation of government agency information. Current pricing problems are having a deleterious effect on the affordability of spatial data in Canada, France, and the United Kingdom;
  • A direct association exists between the application of intellectual property rights and the degree of public access and commercialisation of government agency information. The greater the restrictions on access, the less successful dissemination programs will be;
  • Reducing prices and relaxing intellectual property restrictions on government datasets are significant factors improving opportunities for access and commercialization for stakeholders in the geographic information community.

The organization also prepared a brief on ways to think about EO users, and it may be a nice way for CivicAccess.ca to think about when framing debates around citizens and who and what their interests are.  EO users are viewed from the perspective of consumers, patrons and partners while recognizing there are different types of users:

scientific, commercial and operational (government, IOs NGOs, universities, research institutions, companies) that have different characteristics and technical skills, different data needs (long term – short term, information – data) and use data for different types of applications.

The paper explains the EO data use obstacles related to how the data are delivered, cost, lack of knowledge, and so on.  In essence the paper argues to match data supply with data needs.

Create Change Canada

is an educational initiative that examines new opportunities in scholarly communication, advocates changes that recognize the potential of the networked digital environment, and encourages active participation by scholars and researchers to guide the course of change.

Create Change was developed by the Association of Research Libraries (ARL) and SPARC (Scholarly Publishing and Academic Resources Coalition) and is supported by the Association of College and Research Libraries (ACRL). The website was adapted for the Canadian environment by SPARC and the Canadian Association of Research Libraries (CARL). The US version of Create Change is available here.

Create Change has a small section (relative to the others) on data. It refers to the 2005 National Consultation on Access to Scientific Research Data (NCASRD) report. But alas, there remains no national strategy or resources for infrastructures and policies on the issue of open access, dissemination and preservation of scientific data in Canada since that report. The NCASRD report was also only briefly mentioned in the October 2007 Canadian Digital Information Strategy (CDIS). I am glad Create Change mentions the NCASRD report as it is one of the few consultations that included data specialists and scientists, making its recommendations relevant, grounded in practice and includes clear recommendations and strategies overlooked by the CDIS.

The Harnessing Data Section also refers to the Research Data Centre Program which is a closed shop when it comes to citizens as it is a Statistics Canada initiative only open to researchers, a great US National Institute of Health (NIH) genetic sequence database GenBank® and a Canadian Astronomy Data Centre. Odd that the Science Commons and the work of government departments that disseminate scientific data such as NRCan’s Data Discovery Portal is not mentioned! Both of these were groundbreaking. Most notably the very progressive Geobase Unrestricted Use Licence Agreement, open and free access to some (not all) of Canada’s national framework data and GeoGratis which disseminates free data. Canadian’s still do not have access to basic national, provincial and municipal geomatics data sets (let alone a most socio demographic data), nonetheless, the work of GeoConnections is surely to grow and their dissemination, accord signing, technological approaches, standards and partnership practices can most certainly be emulated elsewhere.

I hope Create Change will help open up natural and social science data to Canadians. At the moment their site provides much more on open access journals, new forms to disseminate and discover scholarly works, methods to create those works, and the scholarly merit system. There is less on scientific data, perhaps as is normally the case in Canada, scientific organizations like CODATA, or science producing organizations are not at these tables. I fully support the direction Create Change is going, however, journals, scholarship and the merit system evolve around access to data – data is what informs scholarly works and I would love to see more input from the data people!

I was very excited to see which journals are accessible in their Expanding Access Section and I look forward to seeing scientific organizations contribute to their Harnessing Data Section.  They most certainly have the right cultural institutions, publishing, and library people at the table but they are missing scientific data associations and archivists.
